The policy change, initiated by the WA Government, emphasises the importance of international students to the culture, diversity and economy of the state and identifies international education as a government priority.
The Federal Government has acknowledged that, in the congested cities of the Eastern states, the infrastructure and services have not kept pace with population growth, leading to housing shortages, heavy traffic and overcrowded public transport.

As a result of the new measures set to be introduced by the Commonwealth Department of Home Affairs on 16 November 2019, Perth, as a newly designated ‘regional’ city, will offer additional opportunities and attractions for international students.
International students in Perth will have improved access to points-tested visas, which will remove the advantage currently enjoyed by regional cities such as Adelaide, Darwin or Hobart.
